Subject: China AMS Decree 144 Effective 15 November 2019
We would like to remind your good company of China AMS per GACC (General Administration of Customs, PR China) Decree 144 to be superseding Rule No. 56 with effective 15th November 2019 per loading date on vessels calling China. The new Decree has specifically reiterated the mandatory requirement of China AMS Submission per regulated timeline. Please also refer below for the changes of content.
China AMS applied for ALL Import to China Ports
1. China AMS Cut off time of submission to China Customs is at least 24 hours before POL loading on vessels calling China. Therefore, we need your close cooperation to provide complete and accurate SI (Shipping Instruction) to our POL offices before local SI Cut off time, for meeting the tight submission schedule.
2. Below items are deleted and now NOT REQUIRED for China AMS.

*** For facilitating carrier’s import process, we still need your cooperation to provide consignee’s full detail including email address and telephone number on shipping instruction.
3. Generic commodity description, such as Appliances, Electronics, Equipment, FAK is not accepted. Please ensure to provide detailed commodity description on shipping instruction for avoiding AMS delay.
China AMS applied for ALL Transshipment via China Ports
For transshipment via China ports, basic shipment information including B/L number, POL, POD and brief commodity description is required. Transshipment AMS must be submitted before ETA China ports.
