Subject: South Sudan – MANDATORY OF ECTN (ELECTRONIC CARGO TRACKING NOTE) effective 1st April 2019
With reference to attached circular, Authority of South Sudan has implemented regulation of ECTN (Electronic Cargo Tracking Note) for all import cargoes effective 1st April 2019 per Bill of Lading date. Please ensure the full compliance with the requirement indicated in the circular and provide mandatory ECTN number on Shipping Instruction for Bill of Lading and Manifest. Otherwise, heavy customs fine and clearance delay will be on account of cargo owner.
New regulation is applied for IN TRANSIT shipments to South Sudan. Below is extracted from circular for your immediate attention.
Maritime: From various ports of charging to the maritime Ports of discharge like; Mombasa, Port Sudan and other ports that handle our Cargos, and for all shipments to and from (transit cargo Inclusive), shippers are required to issue an ETCN in the ports of loading for cargos for entering the Republic of South Sudan for purpose of customs clearance and submit to Antaser International group for Validation.
Each Bill of lading must be covered by at least one ECTN. The ECTN must be issued and validated at the loading port and or at the border and are elemental to import clearance by South Sudan Customs Service. Any cargo with no valid ECTN will NOT be cleared through the local customs until clearance of fines and presentation of appropriate and valid ECTN is done.
Shipping liners are ordered to insert the UNIQUE ETCN number lines in the Bill of lading and cargo manifest. Failure to do so penalty or fines against the shipping lines amounting to 5,000 US$ per infraction will be charged.
This measure will come to force as from the 1st April 2019
