As part of this requirement, Advance Manifest Cargo information must be<br>submitted through the \u201cMaritime Preload Cargo Information\u201d (MPCI) portal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an update on the upcoming changes in the process and cut-off timelines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scope of this change is relevant to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Imports shipments to UAE<\/li>\n\n\n\n<li>Transshipment shipments through UAE Ports<\/li>\n\n\n\n<li>Shipments transiting via UAE Ports (FROB)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Based on the new regulations, there are necessary changes to the \u201cShipping<br>instructions\u201d submission process for cargo destined to or transshipping \/ transiting<br>through UAE and the responsibilities for shippers and forwarding agents.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Cut off Timelines for Shipping Instruction Submission:<br>To comply with NAIC regulations, Shipping Instructions must be submitted <strong>2 working<br>days prior to the Vessel arrival at the Port of Loading<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Applicability of \u201cDirect or Master Bill of Lading\u201d Declaration in Shipping<br>Instruction submission:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Imports into UAE \u2013 Bills of Lading must be declared as either \u201cDirect\u201d or \u201cMaster<br>Bill of Lading.\u201d<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transshipment and In-Transit through UAE \u2013 All Bills of Lading for cargo<br>transshipping or transiting through UAE will be declared as \u201cDirect Bill of<br>Lading\u201d (as per NAIC\u2019s instructions)<\/li>\n<\/ul>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Declaration of \u201cDirect or Master Bill of Lading\u201d for Shipping Instruction<br>submitted via ESEA:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>If HBL is not involved<\/strong> \u2013 In case you are a BCO customer, and no House Bill of<br>Lading (HBL) is involved, please update \u201cDirect Bill of Lading\u201d in the Additional<br>Information field in ESEA (under BL Preview Details)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">We will declare the shipment to NAIC as \u201cDirect Bill of Lading.\u201d<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>If HBL is involved<\/strong> \u2013 In case you are a NVOCC\/ Forwarder and HBL is involved,<br>please update \u201cMaster Bill of Lading\u201d and 7-digit Alpha numeric code, e.g.:<br>MPCI123 Maritime Preload Cargo Information (MPCI) code in the Additional<br>Information field in ESEA (under BL Preview Details).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">We will declare the shipment to NAIC as \u201cMaster Bill of Lading.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you are submitting your SI through other platforms such as INTTRA, Cargo Wise<br>or EDI, please check with those service providers regarding where the above<br>mentioned information should be entered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Please note, in absence of the required information, the Bill of Lading will be<br>declared as \u2018Direct Bill of Lading\u2019 to NAIC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.Mandatory Information for SI Submission:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To ensure compliance, the following data must be included in your Shipping<br>Instruction (in addition to standard Bill of Lading details):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ports (Loading, Discharge, Transshipment, Receipt, and Delivery)<\/li>\n\n\n\n<li>Container Details and Seal Numbers<\/li>\n\n\n\n<li>Cargo Details and HS Code<\/li>\n\n\n\n<li>Involved Parties (Shipper, Consignee, Notify Party, Freight Forwarders and<br>Agents)<\/li>\n\n\n\n<li>Vessel C Voyage Information<\/li>\n\n\n\n<li>Identifiers:<\/li>\n\n\n\n<li>Shipping lines and freight forwarders must provide their own identifiers: MPCI<br>Party ID (Link to next section).<\/li>\n\n\n\n<li>Additionally, freight forwarders must include identifiers for the master co-loader<br>or shipping line.<\/li>\n\n\n\n<li>Shipping lines or master co-loaders must include identifiers for any<br>consolidating(child) freight forwarders in cases of consolidation.<\/li>\n\n\n\n<li>Other Standard Information: Any additional standard information typically<br>included in the BOL.<br>For more details, please refer to the National Advance Information Centre link.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">5.Forwarder\u2019s responsibility:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Forwarders are expected to complete a onetime registration with NAIC on their<br><span style=\"text-decoration: underline\"><strong>website<\/strong><\/span> to procure the MPCI code. Forwarders should update this code in their<br>SI.<\/li>\n\n\n\n<li>Accordingly, the Bill of Lading will be declared as \u201cMaster Bill of Lading\u201d and the<br>MPCI code shared with NAIC during Advance cargo manifest filing.<\/li>\n\n\n\n<li>Forwarders MUST submit the HBL filing with NAIC or through Accredited Service<br>Provider within the stipulated timeline. For more information on how to do this<br>please refer to the official NAIC <span style=\"text-decoration: underline\"><strong>website<\/strong><\/span>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">6.Soft Launch and Implementation Timeline<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><span style=\"text-decoration: underline\">Soft Launch<\/span>: By 15 December 2025, customers are requested to submit<br>Shipping Instructions in line with the above-mentioned requirements<br>(information and timelines). During this period, ESL will assess compliance<br>across customer submissions.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Go-Live: Effective 15 January 2025, ESL will commence \u201clive\u201d Advance Cargo<br>Information submission to NAIC.<br>During this phase, non-compliant containers will not be denied loading, rolled to<br>the next vessel, or retained on board (ROB). \u201cNo Doc, No Load\u201d policy is<br>expected to be implemented by NAIC in the first quarter of 2026, and we will<br>keep you updated on the confirmed implementation date.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">7.Consequences of Missing the SI Deadline (after the implementation date):<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Failure to meet the required SI submission deadline may result in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cargo being returned to POL (FROB), with all related logistical costs charged to<br>the customer.<\/li>\n\n\n\n<li>Change of Destination (COD), with all related logistical costs charged to the<br>customer.<\/li>\n\n\n\n<li>Penalties imposed by UAE Customs (NAIC)<br>Should you have any questions or require support regarding these new regulations,<br>please contact your local Customer Experience teams for more information.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emirates Shipping Line Agencies<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"featured_media":0,"template":"","class_list":["post-11286","advisories","type-advisories","status-publish","hentry","advisories-tag-advisory","advisories-tag-united-arab-emirates"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 -
