Changes to Combined Detention and Demurrage Tariff in Sri Lanka –Effective 1st June 2025

Please be informed of the upcoming change to the quantum of the Combined Detention and
Demurrage tariff for shipments to and from Sri Lanka. The revised tariff will take effect on June
1st, 2025, based on the actual arrival or departure date of the cargo.

Combined Detention and Demurrage charges for imports are calculated from the time of ‘actual’
discharge from the vessel to the ‘actual’ gate-in of the empty container at our appointed empty
container depot.

Combined Detention and Demurrage for Export are calculated from the time of ‘actual’ empty pull
out from our appointed empty container depot to the ‘actual’ loading of the laden container on the
vessel.
Port storage is collected separately as per port tariff.

SRI LANKA INTRODUCTION OF PAP – PRE-ARRIVAL PROCESSING MANIFEST

We would like to express our greatest gratitude to your support to ESL especially on our Sri Lanka
service. Below please find the latest announcement from Sri Lanka Customs for the launch of
advanced manifest for import and transshipment cargoes. Appreciate your full support and
coordination on Shipping Instruction meeting the regulations at destination

INTRODUCTION

➢ Pre arrival submission of manifests (via new Asyhub platform)
➢ SLC (Sri Lanka Customs) to conduct risk analysts earlier to determine the inspection and
release of cargoes
➢ PAP testing will start and with Parallel submission of Cargo manifest to SLC commence from
1st April 2024
➢ PAP will officially launch from 1st May 2024 and SLC will accept cargo manifests only through
new platform ASYHUB

REQUIREMENT

➢ Scope: Local and Transshipment Containers
➢ Manifest Submission Deadline: at least 72 hours before ETA Sri Lankan ports
➢ Our POL offices will set up SI Cut off and BL Confirmation timeline based on vessel schedule
➢ Any delay and incomplete manifest will lead to ROB (Retain on board) and heavy penalties
➢ Manifest amendment will be considered by SLC before vessel arrival at the test period
➢ After official launch, all manifest amendment is subject to approval and costs of ESL and SLC
