As part of ongoing compliance with the Saudi Customs Authority (ZATCA) and the Saudi Standards, Metrology & Quality Organization (SASO), we would like to remind you of the mandatory requirements for Shipping Instructions (SIs) when exporting cargo to Saudi Arabia.
Accurate and timely submission of SIs is essential, as they are used to prepare the Bill of Lading (BL) and import manifest. Any errors, omissions, or late submissions may result in customs rejection, manifest holds, fines, or shipment delays.
Alignment with Documentation:
All SI details must match the Commercial Invoice and Bill of Lading, including weights, volumes, and consignor/consignee information.
Documents must be authenticated by the exporter’s Chamber of Commerce (consular legalization not usually required)
Importer to ensure SABER certificate are obtained for regulated products. Effective 1st October, Saber Guarantee will not be accepted by Customs. Customs will accept only valid SABER certificates
Product-Specific & Prohibited Items:
Food Shipments: Must include handling/storage instructions and, where applicable, Halal certification.
Country of Origin: All cargo packaging must clearly display COO marking (e.g., Made in [Country]).
Prohibited Imports: Weapons, alcohol, narcotics, pork products, pornography, used tires/clothing, and vehicles older than 5 years.
Non-compliance with these requirements may result in shipment delays, manifest rejection, or customs penalties.

In order to increase the efficiency and productivity of port operations in line with international standards, the Saudi Ports Authority has issued a Circular No: (31) of 2021 regulating cargo owners to stow goods imported in containers into Saudi Arabia with the use of pallets.
Starting from June 1st, 2025, it shall be using orders in shipping and packing all import containers to the kingdom ports gradually for one year and following to be mandatory.
The following goods will be excluded from applying using pallets:
• Bulk items are dry or liquid which are carried directly by special means such as wheat, and other grains, cement, gypsum and petroleum items • Raw materials in jumbo bags with high weight which is difficult to put in orders • Heavy equipment & machines and production lines, electric generators, mechanics • Metal products which are coming in big reels or flats • Iron fences and big pipes, scaffoldings etc. • Marbel blocks, stones, alabasters, and raw granite before manufacturing.
3. The excluded orders will be considered for any cargo facing difficulties in loading due to their special nature according to an official request to MAWANI including an accurate description of the goods and the case will be checked with coordination of ZATCA to take a suitable decision.
4.In case of non-compliance to use the pallets for import shipment in containers to the kingdom’s ports, are subject to penalties, and fines shall be imposed whereby the applicable regulations in the kingdom
The Authority is announcing and confirming to all shipping agents to inform Shipping Lines and importers to inform their customers with the instructions to use the pallets in shipping & packing all import containers to the kingdom

Consignee: Local Consignee’s full details of the registered company name, address, Valid email address and Valid Mobile number must be shown on BL Consignee or Notify Party Address Field for Manifest, Arrival Notice and any Emergency incidents. Any overflown content to BL Body will be rejected by Saudi Arabia Customs and counted as invalid record. Commodity: Cargo description / quantity / package / weight must be clearly and properly provided HS code: at least 6 digits HS code or per customs requirement Timeliness: Shipping Instruction should be submitted at least 24 hours before vessel arriving POL or local SI Cut off time whichever earlier. BL Confirmation is also simultaneously important for meeting import manifest per regulations at destination countries. Other requirement: based on regulations of destination countries Incomplete or Late Shipping Instruction: Manifest will be rejected by customs. Any ROB (retain on board), penalties and administration charge will be on cargo owner’s account.

We would like to share the new import regulations in Saudi Arabia effective from 1st January 2025. To avoid cargo rejection, please take note of the following information:
Mandatory Certification Requirements Starting January 1, 2025, all import shipments to Saudi Arabia must be accompanied by two mandatory certificates:
1. Product Certificate of Conformity (PCoC)
Validity: One year
Purpose: Ensures products meet Saudi safety, quality, and environmental standards
2. Shipment Certificate of Conformity (SCoC)
Required for each individual shipment
Validity: 60 days or until customs clearance
Key Points:
These certificates are part of the SABER electronic certification system
Certificates must be obtained before shipment
Shipments without proper certification will be refused entry
We would like to announce a new policy aimed at enhancing the experience we provide to our valued customers in Saudi Arabia.
Effective January 1, 2025, we will no longer require security deposits from the consignees. Instead, consignees will need to provide a Letter of Indemnity (LOI) duly attested by the Chamber of Commerce.
This change is designed to streamline import release process and provide greater convenience to our customers. The LOI ensures that we continue to safeguard the Line’s interests effectively. In the event of any default or dispute, we will seek assistance from the POL and the shipper to ensure we recover the overdue revenue and/or costs.

Attached herewith is a circular from SAUDI RAILWAY ORGANIZATION (SRO) with regards to DG shipments to Riyadh. Below are the key points for your reference and compliance.
1. Prior approval – before loading: Customer needs to obtain a separate approval from SRO before the cargo is loaded from the Port of Loading for any DG shipment to Riyadh.
2. Required MSDS and MMDG: Approval request must be enclosed with MSDS and MMDG documents for the cargo be shipped.
3. Clearance prior arrival: Consignee should obtain clearance / approval from customs at Riyadh prior shipment arrival.
4. Co-loading not acceptable: Due to the risks involved, co-loading more than one HAZARDOUS commodity is not allowed / not acceptable.

Sub: further notice to suspend sending joint hazards containers
M/s. Shipping Agents Further to the letter No: 21/93/49 from the organization that comprises suspension of dangerous goods of joint containers effect from 21/6/1442h corresponding to 3rd February 2021 due to the severe risks they may cause with other shipments in the same container and the negative affect to environmental works at the dry port, and since the Saudi Railway Organization is keen to apply the maximum safety measurement in transporting and managing the DG, kindly requested to adhere to the following:
Not to ship DG to the dry port without prior permission according to the stipulation in article Second of importing chemical items regulatory that issued by the royal decree No: (38/m) on 16/6/1427h (29.01.2021) and to provide the dry port with the prior permission before loading such items.
Complete the clearing procedures before the arrival of the DG to the dry port as per article eleven of the royal decree No: 38/m) on 16/6/1427h (29.01.2021), therefore, any shipment without prior customs declaration shall not be transported to the dry port.
To comply attaching safety leaflet (MSDS) with those items and writing the United Nation’s Number and the CAS No: and warning guidance.
