New Mandatory Certification Requirements for Kingdom of Saudi Arabia

We would like to share the new import regulations in Saudi Arabia effective from 1st January 2025. To avoid cargo rejection, please take note of the following information:

Mandatory Certification Requirements
Starting January 1, 2025, all import shipments to Saudi Arabia must be accompanied by two mandatory certificates:

1. Product Certificate of Conformity (PCoC)

  • Validity: One year
  • Purpose: Ensures products meet Saudi safety, quality, and environmental standards

2. Shipment Certificate of Conformity (SCoC)

  • Required for each individual shipment
  • Validity: 60 days or until customs clearance

Key Points:

  • These certificates are part of the SABER electronic certification system
  • Certificates must be obtained before shipment
  • Shipments without proper certification will be refused entry

Change of Security Deposit Policy in Saudi Arabia

We would like to announce a new policy aimed at enhancing the experience we provide to our valued customers in Saudi Arabia.

Effective January 1, 2025, we will no longer require security deposits from the consignees. Instead, consignees will need to provide a Letter of Indemnity (LOI) duly attested by the Chamber of Commerce.

This change is designed to streamline import release process and provide greater convenience to our customers. The LOI ensures that we continue to safeguard the Line’s interests effectively. In the event of any default or dispute, we will seek assistance from the POL and the shipper to ensure we recover the overdue revenue and/or costs.

Shipping Dangerous Goods (DG) to Riyadh – Saudi Railway Organisation Circular

Attached herewith is a circular from SAUDI RAILWAY ORGANIZATION (SRO) with regards to DG shipments to Riyadh. Below are the key points for your reference and compliance.

1. Prior approval – before loading:
Customer needs to obtain a separate approval from SRO before the cargo is loaded from the Port of Loading for any DG shipment to Riyadh.

2. Required MSDS and MMDG:
Approval request must be enclosed with MSDS and MMDG documents for the cargo be shipped.

3. Clearance prior arrival:
Consignee should obtain clearance / approval from customs at Riyadh prior shipment arrival.

4. Co-loading not acceptable:
Due to the risks involved, co-loading more than one HAZARDOUS commodity is not allowed / not acceptable.

Sub: further notice to suspend sending joint hazards containers

M/s. Shipping Agents Further to the letter No: 21/93/49 from the organization that comprises suspension of dangerous goods of joint containers effect from 21/6/1442h corresponding to 3rd February 2021 due to the severe risks they may cause with other shipments in the same container and the negative affect to environmental works at the dry port, and since the Saudi Railway Organization is keen to apply the maximum safety measurement in transporting and managing the DG, kindly requested to adhere to the following:

  1. Not to ship DG to the dry port without prior permission according to the stipulation in article Second of importing chemical items regulatory that issued by the royal decree No: (38/m) on 16/6/1427h (29.01.2021) and to provide the dry port with the prior permission before loading such items.
  2. Complete the clearing procedures before the arrival of the DG to the dry port as per article eleven of the royal decree No: 38/m) on 16/6/1427h (29.01.2021), therefore, any shipment without prior customs declaration shall not be transported to the dry port.
  3. To comply attaching safety leaflet (MSDS) with those items and writing the United Nation’s Number and the CAS No: and warning guidance.

Saudi Arabia – Mandatory Usage of Pallets for Import Containers

In order to increase the efficiency and productivity of port operations in line with international standards, the Saudi Ports Authority has issued a Circular No: (31) of 2021 regulating cargo owners to stow goods imported in containers into Saudi Arabia with the use of PALLETS.

According to the circular, effective 1st March 2022, per discharge, all Customers shall pack their goods in a (pallets) for all import containers as Mandatory, with following exception:

  1. Bulk items, Dry or liquid that carried directly the special means such as (wheat, grains, cement, Gypsum, and petroleum items etc.)
  2. Raw materials in Jumbo in big weighs that hardly to be put in pallet
  3. Heavy equipment and producing lines, electric generators and mechanics
  4. Metallic productions that come in big rolls and other items that hardly to be put in pallets such as (cartons, carpet and relevant)
  5. Iron skewer & big pipes and scaffoldings
  6. General Furniture
  7. Pneumatic outer tires
  8. Marble, granite and stones

Any incompliance may cause discharge problem leading to extra operational costs, customs penalty, local charges and our Line Administration Fee which will be on cargo owner’s account.

For import manifest, actual packing type (such as carton, bag etc) is still required as current. If you want to also include number of pallets on BL, please clearly specify on Shipping Instruction (such as 1,000 cartons on 50 pallets).

Fine for Amendments for Imports to Saudi Arabia

Full Consignee address with complete contact details is crucial for seamless manifest filing, facilitating all import formalities and avoiding delays.

Saudi Arabia Customs has imposed strict regulations which require the following information to be filed in the import manifest:

  1. Full style address of the consignee/Notify party in Saudi Arabia (including telephone/mobile & Fax number).
  2. Full name of the Consignee/Notify party (no abbreviations).

Any change or amendment request made after the manifest filing may lead to a penalty of SR 500 to SR 1000 depending on the situation, except cargo description.

Thus, request you to submit your shipping instructions with complete consignee details (as per above) within the stipulated timeline.

Saudi Arabia – License from Public Transport Authority is Compulsory

As per circular from Mawani, Saudi Port Authority stipulated in Article 26 that Shipping Lines are required to obtain a copy of Freight Forwarder’s License issued by the Public Transport Authority (PTA) for shipment involved freight forwarders – as Consignee or Notify Party on Bill of Lading.

Our Saudi Arabia office will not release any shipments unless a validated license is presented.

For ensuring smooth process, please kindly coordinate for submission of copy of the license issued by Public Transport Authority to our Saudi Arabia office before cargo arrival. Failure to do so will result in customs penalties and delay at POD, on customers’ account.

Customs Inspection Mechanism in handling Containers & new charges*

The attached circulars received from Port Authority is a continuation of the joint efforts of the Saudi Port Authority (MAWANI) and Saudi Customs to comply with Kingdom’s 24-hours initiative to finalize the container clearing procedures (Direct Inspection).

The inspection of the containers is performed through X-Ray machines upon discharging of the containers from the Vessel.

Therefore, please take note of the new procedures and charges as per the attached Circulars with reference to Supreme order no.8478, dated: 11/2/1438H.

These charges will be applicable on all containers discharged from the vessel and will be effective from 1st December 2017 / 13th of Rabi’-Awal 1439. *
