1. Deadline for manifest submission to customs:
1.1. Short sea cargoes, 2 hours before arrival at first port of entry in Turkish Customs Territory. SI submission to be done 1 working day prior to vessel departure from the port of loading.
In order to comply with this requirement and handle customs responses and time differences, shippers are required to submit complete and accurate shipping instructions at least 12 hours prior to vessel departure from the port of loading.
1.2. Deep sea cargo: 24 hours prior to loading at Port of loading. SI submission to be done 2 working days prior to vessel departure from the port of loading.
In order to comply with this requirement and handle customs responses and time differences, shippers are required to submit complete and accurate shipping instructions at least 48 hours prior to vessel departure from the port of loading.
- Amendments after vessel’s arrival is subject to customs fines.
- Free correction limit is 24 hrs before arrival of the vessel.
2. KTF (Container registration and tracking form)
- Entry of the containers to the country is permitted by the customs administrations according to the “temporary import regime.
- “And registered in KTF customs system.
- The permit period for the cntrs/ mafi temporarily imported to the country is 6 months.
- During this period the export of the cntr/ mafi is mandatory and the period may be extended by the customs office of entry, not exceeding 6 months.
3. Exports from Turkey
Goods to be exported from the Customs Territory of Turkey are declared to the authorized customs administration by the customs declaration.
- Without an approved customs declaration and a shipping instruction accordingly, the cargoes cannot be loaded.
- Customs declaration can only be approved only after the goods gate in full.
Goods to be exported or re-exported can remain in temporary storage facilities for one month.
- If additional time is required, customs authorities may grant an extension of up to three months, regardless of whether a customs declaration has been registered.
- Storage fee after free time to be paid to the Terminal directly by the receiver.
4. Imports into Turkey
- HS code is mandatory on BL.
- VAT registration number for the Consignee is mandatory on the BL.
- In case of To Order BL, VAT for the Notify Party is mandatory. Packing list and VIN lists should be submitted together with the manifest and discharging list. ore arrival of the vessel.
The mandatory data elements to be included in the transmission are:
- Shipper’s full style name and address
- Consignee ’s full style name and address + VAT registration number
- Notify party’s full style name and address if the consignee is “to order” + VAT registration number
- Container number(s)
- Seals number(s)
- Cargo gross weight (goods + tare)
- Net weight (goods)
- Number of packages
- Package type
- HS code
- Goods description
- UN dangerous goods code for shipments containing hazardous goods
